Ranger picked him up! Safe and sound now thank you everyone. Thank you for your help.
Thankfully the ranger found him walking on the beach and he was taken to Cranbourne lost dogs. They checked his microchip and called us in the morning to let us know he was with them.
The way the community came together was really beautiful and we are so grateful for everyone's help. Our thoughts and prayers are with everyone who is in the terrible situation of losing their pet.
Notifying all the local groups on Facebook and contacting council, rangers, and local vets was the best advice (as well as physically searching of course).
