LOCAL POUNDS & SHELTERS NSW
According to the Companion Animal Act in NSW a non-microchipped animal will be held at a pound for 7 days (or longer depending on the local Council law). A microchipped animal will be held in a pound for 14 days. At the end of this mandatory holding period, the pet becomes the property of the contractors and can be legally sold or euthanized. All impounded dogs and cats in NSW must be microchipped and lifetime registered before being released.
In NSW if a pet is found with no identification on a collar by law it should be taken to a council pound, an approved animal welfare organisation, or an approved premisses like a veterinary practice. NSW Councils are not obigated to collect stray or lost pets, but many do. They are also obligated to accept any animal brought into their animal holding facility.
Your lost cat or dog can be taken to a number of Govenment Pounds or Animal Holding Facilites. As you already know it is imperative that you visit those places in person. If your pet is not at your local shelter, keep expanding your search to neighbouring council pounds. Pets can be taken out of your immediate area and driven to a different location.

RSPCA NSW states that they do not accept stray animals unless injured, however they still advise lost pet owners to submit their lost pet report and check for their pet at their local RSPCA shelter.

BLACKTOWN POUND
The Council will hold a lost pet for 21 days, if the owner of that animal can be identified, and will attempt to reunited via available contact info. If the owner cannot be identified, Council will house the straying animal for 8 days. If the animal is not claimed within these time periods, facility staff endeavour to sell the animal or re-home it to a welfare agency, however if unsuccessful, the animal may be euthanased.
Impounded livestock that are not claimed by their owner will be sold by public auction at the animal holding facility.

Council does not seize stray, feral or roaming cats. Council may collect cats by request, if they are appropriately contained. A fee may be charged for cats or kittens voluntarily surrendered to the Animal Holding Facility

First, you need to lodge an online lost or found pet request with the Ku-ring-gai Council. AnOfficer will contact you to update your contact details and flag the animal as "missing" on the NSW Companion Animal Register.

The Animal Shelter will hold onto unidentified stray pets for 7 days and 14 days for pets with microchips, after that the shelter then has the responsibility to rehome wherever possible.
